§ 11-84. Boating.

  • (1)

    No person shall bring into or operate in any park property, waterways, bays, lagoons, lakes, canals, rivers, ponds or sloughs, other than those designated for such use or purposes by the recreation services department and then only in strict conformation with the city safe boating ordinance, any boat, yacht, cruiser, canoe, raft or other watercraft, except toys too small for human occupancy.

    (2)

    No person shall moor, anchor or tie up to the bank of any wharf, dock, tree, building, rock or any object or structure on the bank in waters within 200 feet of the shoreline, unless the owner or his representative of the boat, houseboat, barge, vessel, ship, or watercraft of any kind whatsoever has obtained written permission from the department, except that if the boat or ship is the property of the government of the United States or is in distress, or ties up at any designated loading or unloading area of any dock, wharf, pier designated for such purpose and then only long enough to enable the occupants to load or unload or to obtain food, fuel, water, bait, tackle or marine supplies.

    (3)

    No person shall launch, dock or operate any boat of any kind on any waters between the closing hour of the park at night and opening hour the following morning, nor shall any person be on or in any boat during the closed hours of the park.

    (4)

    No motor boats shall be operated on park waters unless equipped to divert their exhaust underwater or to otherwise muffle the sounds thereof.

    (5)

    No person shall operate or pilot a boat or watercraft of any type off the public or private beach within 100 yards of the mean low water mark, except sailboats and other craft under 18 feet not equipped with a mechanical source of power. Boats or other watercraft may be launched or returned in areas specifically designated for such purpose from time to time by the city manager.
