The purpose of this article is to set forth certain regulations pertaining to land
development and water and sewer improvements within the city, and for the review of
water and sewer improvements within the city's utility service area outside of the
corporate limits, which regulations shall be in addition to all other applicable building,
subdivision, zoning and other regulations established by city ordinance. This article
shall apply to and be enforced in all areas of the city, and no person shall develop
land anywhere in the city except in conformity with this article and other applicable
regulations of this Code and amendments thereto.
