§ 23-211. Definitions.

The following words, terms and phrases, as used in this division, shall have the meaning given below, except where the context clearly indicates otherwise:

"Developer" shall mean any person undertaking any development as defined in this section.

"Development" shall mean any residential subdivision, whether or not the recording of a plat is required; any planned unit development; any horizontal condominium; and any multiple-dwelling-unit residential building, including, but not limited to, apartments and condominiums, but excluding hotels and motels. The term shall, when appropriate to the context, include the act of establishing or creating any of the foregoing or the result of such activity.

"Multiphase development" shall mean any development which is contemplated to be developed sequentially by identified phases consisting of 2 or more structures or plats, pursuant to a master phasing plan approved by the city council.

"Single-phase development" shall mean any development which is not a multiphase development.
