§ 8-93. Prerequisites for contracting.

  • (1)

    A contractor who desires to engage in the business of contracting within the corporate limits of the city shall either complete the appropriate registration form, provide the documentation in (a) and (b) and pay the registration fee specified in the city municipal facilities and services user fee schedule, or present to the building official at the time of each application for a building permit or related permit evidence of:

    (a)

    Possession of a current certificate issued by either the city, the county board, Broward County, for the specialty of solar heater installer, or the state; and

    (b)

    Worker's compensation insurance, surety bond, public liability insurance and public property damage insurance within the minimum limits established in section 8-100.

    (2)

    Voluntary contractor registrations shall expire annually on December 1 for those contractors who desire the city to maintain their records on file. No permits shall be issued to those contractors who elect not to register unless documentation in (1) (a) and (b) and (3) is provided prior to each application for a building permit or related permit.

    (3)

    Each contractor shall also provide proof of a current business tax receipt for a primary place of business or a branch office and present to the building official at the time of each application for a building permit or, in the event the contractor elects to register with the city pursuant to (1), at the time of registration.

    (4)

    Each classification of specialty contractor, as classified and defined by the county board, or Broward County, for the specialty of solar heater installer shall require a separate certificate. This shall not prohibit a specialty contractor from taking and executing a contract involving 2 or more crafts or trades, provided that:

    (a)

    The work in the crafts or trades other than those for which the specialty contractor holds a certificate is incidental to the performance of work in the crafts or trades in which he holds a certificate; and

    (b)

    The specialty contractor subcontracts the incidental work for which he does not hold a current certificate to contractors who do hold a certificate in the appropriate craft or trade.

    (5)

    When the holder of a journeyman's certificate desires to engage in his trade within the corporate limits of the city as an employee of a properly certified and licensed contractor, the only prerequisite thereto shall be the requirement to exhibit to the building official evidence of holding a current journeyman's certificate, issued by the city or the county board, prior to engaging in the trade.
